Taxpayer Protection Pledge: Rudy Refuses To Sign

Carl Campanile from the New York Post has written an exclusive, explaining Rudy Giuliani has not signed the Taxpayer Protection Pledge. McCain and Thompson have not signed the pledge either. The Giuliani campaign said signing the pledge was unnecessary.
"Rudy's got a record of cutting taxes and putting more money into the hands of people. His record is his pledge," said Giuliani senior campaign adviser Tony Carbonetti.
Giuliani cut taxes 23 times worth $9 billion as mayor and has cast himself as the most pro-growth, fiscally conservative candidate in the current GOP campaign.
But the former mayor's refusal to sign the pledge has surprised and disappointed economic conservatives, who agree that Rudy has a strong tax-cutting record.
We have learned from experience that campaign promises are easily broken. Does refusal to sign the document indicate Mr. G is attempting to be faithful to his word or is he trying to not trap himself into a promise?
