Troop Decrease Word Games

We hinted in an earlier story, Troops: Increase or Decrease, that a troop decrease is a continued discussion within the beltway. We didn't specify the meaning of the phrase "troop decrease" because we were not sure.

We do know that Word Smiths and Word Buffering are at play. This time - Jeff Sessions suggested on Sunday that "a troop decrease" is most likely to occur after the Petraeus Report is handed to Congress. However, if you read the comments carefully then you will understand the decrease is only connected to the troop surge. This is analogous to the business practice of raising prices so that a price discount may be offered. First we increase the troop level. Next we decrease the troop level and make sure that everyone is comfortable being fooled by the phrase "troop decrease." Now all members of Congress can run around and say they influenced the "troop decrease." Are you being fooled?
